On 1 July, Ireland will begin its eighth Presidency of the Council of the European Union, one of the most important leadership roles within the EU. On Wednesday, (10 June), Ireland presented the policy programme for its upcoming Council Presidency, which will be guided by the core themes of competitiveness, values and security. As Ireland prepares to assume the Presidency, Vulcan Consulting will be following developments closely. Key priorities
Under the competitiveness agenda, Ireland aims to strengthen the EU’s economic performance. The priority will be guided through five strategic blocks, simplifying administrative hurdles and regulatory frameworks, promoting a more integrated single market, strengthening trade relations and supporting measures that protect and promote energy resilience. Maintaining Europe’s global competitiveness has become increasingly important in light of global economic and political challenges and increasing technological competition.
The second priority of values reflects Ireland’s commitment to democracy, the rule of law, human rights, and effective multilateral cooperation. The Presidency will seek to reinforce these principles within the EU and in the Union’s external relations. Issues such as the protection of children, social inclusion, discrimination and protection of minority group rights are expected to feature prominently during the six-month term.
Security forms the third Presidency priority. This includes addressing the changing geopolitical environment, supporting Ukraine, strengthening resilience against cyber threats, managing migration challenges and enhancing cooperation on broader security issues. The Presidency takes place at a time when the EU faces significant external pressures, including ongoing instability resulting from Russia’s war against Ukraine, which is identified as a ‘defining priority for the Irish Presidency’, as well as wider concerns about energy security and economic resilience.
Alongside these broad political priorities, Ireland will also be tasked with steering negotiations on several major EU policy files during its Presidency. Among the most significant will be discussions on the next Multiannual Financial Framework (MFF) (the EU’s long-term budget) for 2028-2034, which will set spending priorities across the bloc. Ireland is also likely to play a central role in advancing key technology legislation, including the anticipated Tech Sovereignty Package, aimed at strengthening Europe’s technological competitiveness, digital resilience and strategic autonomy in critical sectors such as artificial intelligence, semiconductors and digital infrastructure. Progress on these dossiers is expected to be closely watched by governments, businesses and industry stakeholders across Europe.
Events during the Presidency
The Irish Presidency has an engaging calendar of events. During the Presidency, Ireland will host 22 informal Ministerial meetings, alongside a summit meeting of the European Political Community and an informal meeting of EU Heads of State and Government on 12 and 13 November. Moreover, Ireland will host an international AI summit on 13 October, a gathering aimed at outlining the EU’s path towards global leadership in artificial intelligence. The meetings provide an opportunity to showcase the best of Ireland to its European partners. Additionally, there will be 250 Presidency events taking place across the country, bringing economic and cultural benefits nationwide.
Every county will be paired with an EU Member State. This initiative will have the Ambassadors of Member States in Ireland, along with Irish Ambassadors, visiting communities throughout Ireland to foster public discussions about Ireland’s role in the EU.
